CreateDXGIFFactory2

The procedure entry point CreateDXGIFFactory2 could not be located in the dynamic link library dxgi.dll

Apps require DX12 which is not supported on Win7. Tricks below didn't work:

Download directx_Jun2010_redist.exe from DirectX End-User Runtimes (June 2010).
Extract and install by DXSETUP.exe
reboot
